Welsh Chess Union Selection Committee Procedures and Objectives: summary of main points

 

  • role: to select individuals or teams to represent the Union in international tournaments or matches other than:
    • those which are the responsibility of the Junior Selection Committee
    • club or regional teams such as those participating in the European Club Cup or seniors team events 
  • objective: to select the players who will achieve the best results, measured by rating performance, in the tournament in question. This is subject to recognition of the following:
  • in the case of team events the best overall result is not necessarily achieved by selecting the players who, leaving out of account the team context, are likely to achieve the best individual performances.
  • the Selection Committee is required to exclude from consideration who have not actively associated themselves with Welsh Chess (see selection committee statement ) 
  • right of appeal: there is a limited right of appeal against the committee’s decisions (see WCU statement) 
  • membership of committee:
    • Chair
    • Management Board members
      • International Director,
      • Grading Officer
    • Zonal representatives
      • One representative elected by each zone.
    • ex officio members
      • President of the Union
      • Executive Director of the Union
    • co-opted members
      • At discretion of Chair
      • co-opted members have no vote on any issue
      • ex officio members are only entitled to vote
        • on questions of ‘active association’
        • on any other matter not involving the selection of specific players.
      • the Chair, Management Board members and Zonal representatives are entitled to vote on all matters, but only if they are present at the meeting.

      • conduct of meetings
        • the International Director is responsible for informing the Chair as soon as practicable about the timing and location of events for which selection may be necessary.
        • the Chair must
          • call meetings sufficiently early to enable players selected and non-playing captains of Welsh teams to obtain leave of absence from jobs and to make other necessary arrangements in an orderly fashion
          • in the case of the Olympiad, the European Team Championships and other major events meetings seek to hold at least four months before the event in question
          • give at least 14 days notice of a meeting to all committee members, circulating an agenda with the invitation to the meeting
          • post a notice of the date, time and venue of a meeting on the WCU website at least 14 days prior to the meeting
          • before the meeting, if at all possible, ask those who, in his view or that of the other members of the Committee, may be considered for selection whether the players concerned are prepared to allow their names to go forward for consideration
          • immediately after the meeting
            • notify individually all players and reserves of the full selection, including the order in which reserves will be asked if needed.
            • draw up a brief note of the decisions made, circulating it to all members of the committee, including those not present at the meeting, and also making it available for inclusion on the WCU website.
          • members of the committee must take no part in discussions bearing directly upon their own possible selection or that of a family member and must not vote on that matter.
